I personally did not see a single problem when I was there (2 mo.)...so I am liable to believe that this is a misunderstanding on the part of the ignorant.
I think that the dash cams are merely the Russian way of "an ounce of prevention"

It is the same principal when you go shopping. Almost every store (big and small) has an unarmed security guard, who will (usually) politely ask you to check in your bags at a locker by the front door. He also provides a presence to dissuade shoplifting. Here in Canada, a security guard is rarely employed in such fashion; rather, the stores rely upon electronic surveillance (the Russians do that as well ).
Is the Russian method better than ours?
I think that what it is, is that they are ahead of us in this area, and that with our own retailer's rising costs due to shoplifting; the Russian example will eventually be used here as well.
